The OA is D.Is it because of the usage of ...arrived....used?past tense,parallelism?They have only mentioned the OA without explanation.

are you sure there is a comma in the question after the word "area"?

If there is no comma then B seems to work well - a simple sentence:

... thousands of mobile homes arrived in the devastated area to shelter misplaced families and to house volunteer relief workers

Yes comma is there indeed.Source Powerscore Material.Pg 2-37.Any other reason why D is correct?

Whys powerscore have questions without explanations? Could you email them for help? I don't see what is wrong with B.

A and B are the same thing, in parallelism you dont have to repeat the preposition in a list, unless the preposition is included in two items and the third element is missing the preposition, so if you have two items in a list you can either include the preposition in the second item or not.
now if you want to use infinitive to modify a clause the infinitive(acting as an adverb) has to come before what it is modifying.
so both A and B are the same ->out
C misplaced modifier ->out
D lets test USED here: used is adverbial modifier, make sense with subject okay,make sense with clause okay, lets keep it for now
E HOUSE is missing-> out
D it is
did I miss anything?

it is D, the absolute phrased is used here -> full phrase is "thousands of mobiles homes USED to....", the noun can be redundant
A are B are incorrect because "to" does not express the purpose of mobiles homes

I doubt that this question will be tested in real gmat because there is no clear source.
