One of the flaw in the reasoning could be "Reverse Causality"
Conclusion states: Cause- Excelling at sports (led to) Result- Development of leadership skills
Reverse Causality Flaw: Cause- Already Developed leadership skills / Result in- Excelling at sports
Ans Choice A is defending against this reverse causality and acting as a strengthener.
Conclusion states: Cause- Excelling at sports (led to) Result- Development of leadership skills

Conclusion : excelling in sports while at school imparts leadership abilities .
Strengthen : being a leader does not favor in excelling in sports (eliminate the possibility of reverse causality )
Hence option A
Option C: above/below average students --no mention in the passage hence irrelevant .
