From my understanding, if you miss the deadline (i.e. do not press 'Submit') then it get automatically pushed to the next round.

As per enroll.com, it is not because of more seats but because they want to manage the influx of applicants better. Basically, they want to space out the number of applicants and seats more, by adding an extra round.
Probably the same number of seats just one extra round. It really should not matter which round you apply, unless you want a scholarship. If so, you should apply the first two rounds because much of the scholarship money is awarded by then.

I believe that referees can submit their LOR within one week after the deadline (at the latest). I suggest that you contact the admissions office to find out.
(but I'll be happy if wonhok is right!)
