JFK airport has the largest number of commercial flights of the three airports listed.   No  .  It Cannot be inferred, as the data is in percentages of passengers dwelling for some period. No actual numbers are given. It is possible for all three to have 1000 passengers each or JFK to have 10000 passengers and the remaining two to have 1000 passengers. Also We do not know the size of Airliners (Planes), which will also change the number of the total flights. 
 
It is possible for there to have been no dwell times to departure greater than 121 minutes long at JFK in 2018.   Yes  . It is possible. Lets assume that JFK has 1000 passengers and we maximize the dwell time in each time bracket. So, the dwell time will be as per the image below (could not insert table):
As you can see that after maximizing the dwell time the AVG is 108.4 mins (when we consider that 53.2% passengers spent 121 mins). But since the Actual Avg dwell time is only 108 mins. So it is possible for there to have been no dwell times to departure greater than 121 minutes long at JFK in 2018.

JFK = 1.7 +2.8 + 4.7 + 7.3 + 7.9 + 22.3 + 53.2 = 99.9% = 0.1% reporting error.

LGA = 1.7 + 4.0 + 9.3 + 14.6 + 16.4 + 28.2 + 25.9 = 100 % = No error reported.

EWR = 1.2 + 2.3 + 5.6 + 10.8 + 12.4 + 29.1 + 38.6 = 100% = No error reported.

Region = 1.6 + 3 + 6.1 + 10 + 11.2 + 25.4 + 42.7 = 100% = No error reported.

NYC = 1.7 + 3.2 + 6.3 + 9.7 + 10.8 + 24.3 + 44 = 100% = No error reported.

It is clear that the maximum errors reported were at JFK and were 0.1%.

This statement is hard to crack, the only thing which can give us a concrete answer is to assume some number of passengers for JFK and then calculate the dwell minutes according to the data given in the table, Now assume we have 1000 (or even bigger numbers to get more concrete value) passengers total dwelled at JFK and calculate total dwell time according to the percentage given in the table, The maximum dwell time will be maximum 121 minutes, see the table as an example given by rocky620.

answer is NO  -this is wrong - as maximum total percentage reporting error is 1.7%

q2 -JFK airport has the largest number of commercial flights of the three airports listed.

answer is no  - this cannot be inferred from the table as table only gives dwell times and corresponding % of commercial airline pessengers , we have no idea about total commercial flights from any airport

q3 -It is possible for there to have been no dwell times to departure greater than 121 minutes long at JFK in 2018

we need to find 30 * 2.8/100+ 4.7/100*45 + 7.3/100*60 + 7.9/100*75+ 22.3/100*90 +53.2* x/100 = 108

so we get 33.33 +.532x = 108
so we get x = 140.35 which is greater than 121

2) JFK airport has the largest number of commercial flights of the three airports listed. -  NO . (we have max dwell time at JFK airport, but how can we say largest commercial flights are listed with JFK.)

3) It is possible for there to have been no dwell times to departure greater than 121 minutes long at JFK in 2018-  YES . (If there is No dwell time for JFK then there will be no dwell times to departure greater than 121 minutes.)

2. if the dwelling time is high then is it indicating that number of flight is less?if there is more flight then naturally dwelling time is less ...right? What i'm missing? May you help me ?

Sajjad1994 - Is this an official question? Because part 2 for JFK with highest number of commercial flights - usually this answer would be "No" as there can be so many other possibilities for the higher% like it has maximum connecting flight with highest duration of layover (but not highest number of total flights.)
