Here are my 2 cents on this question.

Statement 1:
Case 1 : q = 1/2 and p =1, this makes the statement true. The question is also answered as a Yes.

Case 2 : q = 1/2 and p= -1, this makes the statement true

as first the parenthesis will be solved, answering the question as a No.

Making A not sufficient to answer the question

Statement 2: says nothing about q, can be -ive or +ive

Not sufficient.

Combine both the statements, p = -1 and q = 1/2, both the statements will be true, answering the question as a Yes

but when you take p = -2 and q = 1/2 or q = -(1/2), both the statements will still be true, but the answer will be a No
