From the decision tracker, I see that a lot of the applicants have already got a scholarship. Check the following screenshot. The "Hat" symbol next to the username indicates a scholarship. They might have exhausted their scholarship already?

I do not think so. So many people with scholarship offers decline their offers on a rolling basis because they end up in other schools. I, myself, am an example.

I recommend zs2 use his/her other offers to negotiate the scholarship if he/she is serious about Schulich.
