Is US issuing F2 dependent visas in the current scenario?
I believe it depends on the country. I looked a few consulates in India and since it is Emergency Appointments Only, F2 dependents do not qualify under that rule unfortunately

it seems you will have to apply 60 days before your program starts and I would recommend the 60 days from your international student orientation timeline if possible (which usually is about 1-2 weeks prior to the start date for the program) but if your start date in your I-20 is different, you will have to go by that. Usually the international students office is separate from the bschool and it is hard to influence or even get to them to make sure the I-20 has your orientation start date but it is what it is. Usually you would get your visa ASAP and probably have enough time to make it.
