RenBIt is often believed that specialized hospitals such as the 3000-bed Narayana Hospital in India lower costs by compromising quality of care. In reality, these hospitals reduce their expenses by innovating on procedures, reducing the chances of complications and leading to faster post- procedure recovery, two crucial effects that reduce the overall costs.

Which of the following, if true, most strengthens the argument above that such specialized hospitals lower costs because of innovation?

Conclusion: These Hospitals (300- bed Narayana) reduce expenses through innovating the procedures.

Support: Innovating the procedures reduces chances of complications and leads to faster post procedure recovery.

E brings evidence (Narayana has the lowest in-surgery complication rate and one of the best recovery rates in the world) for the support to the conclusion offered by the passage. Therefore strengthens the argument.

A. Costs at Narayana are 400% lower than the costs at other leading hospitals.: Rejected, only states Narayana is cost efficient, does not provide any support to the innovation and effects of innovation.
B. Narayana uses the same diagnostic infrastructure as used by the leading hospitals in US.: Rejected, talks about specific diagnostic infrastructure. No relation with innovation and effect on cost efficiency.
C. Narayana has the lowest in-surgery complication rate and one of the best recovery rates in the world. Accepted, Narayana shows clear evidence of innovation through a metric of effects of innovation, hence strengthening.
D. For the recovery wards, Narayana is the only hospital that uses solar powered air cooling systems instead of the traditional grid powered air conditioners. Rejected, air cooling systems may or may not affect the recovery rate or complication rate. They may be cheaper but we don't have any information about it.
E. At Narayana, doctors perform 4 complex procedures a day as compared with the standard practice of 2 procedures a day. Rejected, does not give any relation to innovation. Maybe to cost efficiency.

Even I think D should be the answer, as in C, we cannot be certain that it was due to technology, that the hospital has improved its output.
