B was my second choice but I think because it’s in past it wouldn’t be preferred??? I could be wrong
I considered it because it isn’t a definition.
Others don’t fit in well, with elimination - C is not parallel (tense wise) and intends is wrong
D "is" is not parallel again
E is wrong as intends cannot be used for a term that is being defined. Terrorism doesn’t intend but the act of terrorism intends.

B- Pretty common to lie if you’re good at it or terribly bad at it that you dont know how to lie but you still do it for evasion.
Here’s my reasoning. - I could be wrong
A- Busted cause we’re doing the survey in the company
C & D- This is something that gov authorities would be able to identify better, civilians do make mistakes here
E- The purpose of the survey is to gauge the amount of tax evasion not penalize them for evading.

You cannot accurately account for all the income tax evasion in the United states , without taking into consideration the people who do not have a legal source of income and who do not have a workplace.

A for sure. The argument isn’t about catching evaders or the lying, its about determining the extent. Only A shows that amount might be much bigger or not accurate, as a lot of tax evaders work in the shadow economy.
