In my opinion the assumption is usually not connected directly to the conclusion, here the option C says that the people do not avoid coastal highway because they are ready to pay for the maintenance through toll but the only problem arising would be the collection of toll through some other method, because we removed toll booths to reduce traffic

So the option tells us that it is assumed that removing the toll booth won’t affect the revenues of the highway, as I said it’s just my opinion that usually the assumption is a little distinct from the elments of the conclusion that why I think this option is better

C is correct because the underlying assumption is that removing the toll booths won’t further aggravate the situation. This is exactly what C tells us. If we negate this option the argument falls apart.
Negated version: Most people who drive to destinations readily accessible via Coastal Highway avoid Coastal Highway because of the tolls that they would have to pay to use it. Because if most do avoid the highway because of these toll booths then removing them would definitely make the situation worse.

B has nothing to do with the conclusion. It doesn’t fill the gap.

The conclusion is: donations to campaigns must be allowed in order to
facilitate the election of people who will safeguard the interests of citizens of modest financial means.

nowhere in the argument its mentioned that wealthy people who win elections cannot or will not safeguard the interests of citizens of modest
financial means.

that is the assumption

D is the only contender. I think we can reject D because the conclusion does not claim that the photographs had caused a significant part of the reduction in smoking.

They took the survey just to confirm whether it had any effect at all. Based on the response, they concluded that it had caused at least part of the reduction.

They did not conclude that advertising ban had no effect at all.
