Kellogg Essay 3 Strategy for a reapplicant

Dear Scott and Omari,
I currently live in Brazil, work in a top management consulting firm and decided to take a chance last year in two BS, Kellogg (R2) and Columbia (regular decision, applied only in late february). I ended up being wait listed in Kellogg, after a waived interview with an alumni and later an very awful phone interview two days before the final decision was rendered.
The feedback from Kellogg was that I could benefit from another year of experience (I will have 3,5 years of working experience in August 2006).
I have decided to write new Essays except the Essay 2, which was pretty good last year. In the Essay 4, I chose new questions (Ethical dilemma and i wish ..., detailing my role as Student Association president during my undergrad course, besides the mandatory 4F ).
I would like to understand how Kellogg works with reapplicants. Does the evaluator reads your previous essays or only the comments and final decision of the Office of Admissions? In the Essay 3, I was trying to leverage some histories that I told in the last application, mentioning them and linking it with the new histories that I will tell this year. What do you think?
