So, security and safety wise laminated glasses should have been preferred. However, considerations of security and safety do not unambiguously support a proposal to require that in Relnia all glass installed in cars be laminated glass. The reason is...

Logical reason
Something that tells us that ordinary glasses also have some advantages over or even better if we can show some disadvantages of laminated glasses when one considers safety and security aspects.

A. most people cannot visually distinguish laminated glass from the glass typically used for car windows
No advantages at all, and moreover we are looking for security and safety aspects.

B. a significant proportion of cars driven in Relnia are manufactured elsewhere
Out of context

C. some cars in Relnia already have laminated glass in their windows
Then, why cant others too have. No security and safety aspect

D. the rates of car theft and of collisions have both fallen slightly in Relnia in recent years
This just tells us that the frequency has gone down but the security and safety is still important. This does not give disadvantage of laminated glasses or adv of normal glasses.

E. there are times when breaking a car's window is the best way to provide timely help for people trapped inside
Now, this is a safety factor that requires the passengers to be able to break the glasses. Thus shows advantage of normal glass and disadvantage of laminated glass.

I don't understand, this particular CR was under the difficulty level HARD of OG 23-24. But this is a sub-505 question.

Similarly an 805+ question came under the easy category of OG. How is the difficulty rated in OG?
