Conclusion -  ALL THE GLASSES  of cars in Relnia need to need to be laminated  or  Laminated glasses need to be used for  ALL THE GLASSES  of cars in Relnia

A) Distinguishing between laminated and non-laminated glasses is of no use. 
B) If the cars are manufactured elsewhere, the manufacturers can still be requested or ordered to use laminated glasses. Hence, does not help. 
C) Does not help. New cars can be brought out with laminated glasses.

It is between D and E.

D) The rates of car theft and collisions might have fallen in Relnia. But, the proposal is talking about converting ALL THE GLASSES of cars in Relnia to laminated ones. It is better to hold on to this and move to the next option.

E) When people are trapped inside, you need a window that can be easily broken. Hence, converting ALL THE GLASSES of cars to laminated ones will not help us to break the windows. This option is better than D.
