I have one doubt whether the below sentence is correct:
Last week, local activists held a news conference to take some credit for the resurgence of a rare species of fish, saying that enforcement of laws requiring that certain species be on banned lists is protecting the species from extinction.
Doubt: In my opinion, "requiring" acts as Verb-ing modifier rather than as subjunctive mood. So, this sentence is wrong.
Please help with your thoughts.

requiring is acting as verb-ing modifier.
and it is modifying the preceeding noun LAWS.
ENFORCEMENT of laws==>subject....IS PROTECTING ==>VERB
REQUIRING THAT CERTAIN SPECIES BE ON BANNED LISTS ==>this is modifier modifying LAWS
in this modifier there is a clause starting with THAT in which SUB: CERTAIN SPECIES......verb: BE BANNED.
SO IMO this sentence is fine .

IMO it is an ideal case of a "mission critical modifier" falling in between. If you omit the coloured part, its easier to grasp:
Last week, local activists held a news conference to take some credit for the resurgence of a rare species of fish, saying that enforcement of laws requiring that certain species be on banned lists is protecting the species from extinction.
In this case, it is an exception to the touch rule of modifiers where the modifier of "is protecting....."(what is protecting....laws) in turn has the mission critical modifier(highlighted part) modifying it(laws).
