I have one doubt whether the below sentence is correct:
Last week, local activists held a news conference to take some credit for the resurgence of a rare species of fish, saying that enforcement of laws
requiring that certain species be on banned lists is protecting the species from extinction.
Doubt: In my opinion, "requiring" acts as Verb-ing modifier rather than as subjunctive mood. So, this sentence is wrong.
Please help with your thoughts.

requiring is acting as verb-ing modifier.
and it is modifying the preceeding noun LAWS.
ENFORCEMENT of laws==>subject....IS PROTECTING ==>VERB
REQUIRING THAT CERTAIN SPECIES
BE ON BANNED LISTS ==>this is modifier modifying LAWS
in this modifier there is a clause starting with THAT in which SUB: CERTAIN SPECIES......verb: BE BANNED.
SO IMO this sentence is fine .
