with option D,
land values in most parts of the pinelands rose almost as fast as, and in some parts even faster than, those outside the pinelands.

remove the highlighted prepositional phrase.. the sentence still makes sence.
rest of the options do not suit well.

"those: refers to land values here and the sentence is comparing land values.

correct idiom "as fast as"
X as fast as Y, X faster than y.

D looks good.

With (d) you will be comparing "Land Values" with "Land outside Pineland". Do you find that OK?

Whats wrong with E?

A - unidiomatic, it should be "so...that...."; "they" no clear referent
B - unidiomatic, it should be "so...that...."
C - unidiomatic, it should be "as fast as..."
D - IMO right choice
E - "they" has no clear referent
