OFFICIAL EXPLANATION


Though the sentence is currently understandable, it's actually trying to compare the likelihood that citizens will "neglect" this new law with their neglect of the previous law.

Choices (A), (B), and (C) mistakenly substitute "similarly" for the first "as" in the idiomatic structure "as likely...as," which doesn't work.

Only (D) and (E) do not have this mistake, making one of them our answer. With (D), the sentence makes no sense because it's constructed to compare the likelihood of citizens' actions, which is why "that they will" doesn't work at all.

Choice (E), however, provides us with the action "to neglect" that fits into the existing structure.


The correct answer is Choice (E).
