Hey dude,
I would love to give you a clear cut answer about where to apply, but there's no "Secret sauce" or "magic formula". I can evaluate your chances at the schools, but when it comes to selecting, there are just sooooo many factors, personal and professional that come into play, that I'd really have to know you and your profile and your goals intimately to give you some useful feedback. One tip I can give you is that considering that you REALLY want to make as many and as many good schools in R2 as possible is to use your deadlines to help you make your decisions.

You want to apply to as many schools as you can (that you would like to go to) that will give you the best chances,
Soooo:
- Try and make sure you for sure make some of the harder schools in R2
- If there are schools which have four rounds, you can leave those for R3
- Use deadlines to your advantage - some schools have late deadlines, which may allow you to squeeze in 2-3 more schools from your list based on deadlines alone
