This does tend to confuse me. But the in the case of (A), how can we assume that the value inside the mod is non-negative? If X is less than or equal to a negative value, then it would mean that we'd have to consider a negative value. The in-consistent application of this principle in questions does tend to confuse me.

Where we assumed that "the value inside the mod is non-negative"? The solution says that |x| + 9 is the sum of a nonnegative and a positive value, thus positive. It does not say x is nonnegative, it says |x| is nonnegative.
