To answer your query, Option C is incorrect because the use of the simple past tense "had" is incorrect; since the action of "improving" is taking place in the current time frame, it logically follows that the teams have the opportunity to do something related to this improvement in the current time frame, as well, meaning the simple present tense "have" is the appropriate usage here.
