My take on this -

Master's degree program graduates' average annual salaries exceed bachelor's degree holders by more than 25%.

(A) Master's degree program graduates' average annual salaries exceed
(B) Master's degree program graduates are earning average annual salaries exceeding
(C) Graduates of master's degree programs earn average annual salaries that exceed those of
(D) The average annual salaries of graduates from master's degree programs exceed
(E) The average annual master's degree program graduates' salaries exceed those of

IMO C.

Here we compare salaries of master's degree graduates with salaries of bachelor's degree graduates. Hence we can eliminate A,B, and D for a wrong comparison. Between C and E the former is better since E sounds awkward. Hence answer is C

Yes C is Right .The Problem with E is that Average is modifying Annual master's Degree Program instead of Salaries.Which is Wrong. A,B,D are wrongly comparing Salaries with Degree holders.
Therefore C is The best .

(D) The average annual salaries of graduates from master's degree programs exceed - incorrect comparison, comparing average annual salaries with bachelor's degree holders
(E) The average master's degree program graduates' salaries exceed those of - incorrect
