In theory, R1 is always better.
The chances might be slightly higher (especially in Early Action Rounds for the few schools that have them) for both acceptance and scholarships, and even if they were the same, from a project management perspective, R1 is always better, as you want to know the answers by November/December, in case you need to apply to some backup options as well (or have more time to plan you are going away party).
BUT (and this is a big BUT), R2 s ALWAYS better with a stronger application (for example 20+ more points on the GMAT)
So the bottom line
Aim for R1, BUT, always apply only when your application is maximized (GMAT, Essays, CV, online application, LORs, etc.) don't compromise, and if you feel your app is not strong enough, wait till R2!
Hope this helps (naturally, I tried to generalize this for ALL schools, which is probably wrong, but it gives general guidelines)
