I am a new comer, but I know your good reputation.

Age: 26
Experience: 4
Job: marketing for a global famous milk company.
Nationality: French
TOEFL: 250
GMAT:700
Experience: Assistant Brand Manager, but involve most of time independently managing projects. Strong leadership and extracurriular.
Do I have a good chance in Round 2 for HBS /Standford/Wharton/Chicago /Columbia and Kellogg? What hurts me most?

You didn't give me enough info to rate your chances at these schools. All I can say is that the combination of your (a) having a 700, (b) being French, and (c) being in marketing persuades me that (1) top schools will consider you to be capable of handling their programs and that (2) you have the potential to stand out a bit from the pack. If by "independently managing" you mean that you do not have formal managerial authority, then we've got a possible leadership weakness that may hurt your chances at all the "ultra elite" schools. More I am unable to say...

Your GMAT score is good enough. Yes, if you have strong leadership and unique stories I would concentrate on making sure your essays communicate this material well.

Do you think that If i add 20 more scores will improve my chance?
What's difference between 680 and 700 and 700 and 720? Some pepole say that it's not much and some say that it's better ??? Do we need to invest time and money in this case?

I don't think 20 points makes a big enough difference to take time away from other aspects of your application to prep for a second test. Going from 680 to 700 is bigger then 700 to 720, however, because IMO 700 is a bit of a threshold (I didn't say "cutoff").
