I think the emphasis on the source of funding is misplaced -the public elite schools (Berkeley, Virginia, UCLA, Michigan) are "state" schools but they provide programs that are of similar or superior quality to those of many private elite schools. Thus, I would place less stress on some perceived private/public dichotomy than the opportunties presented by each school.
There are certainly some underfunded public schools, but there are also many underfunded private ones.
