I have been granted scholarship/fellowship amounts at some of the schools that I've been admitted to, and I read somewhere that someone was able to negotiate their scholarship from a half-tuition (what I currently have) to a full-tuition one. Is this common? And if so, is it recommended to try? Lastly, how would one negotiate a scholarship?

It is not uncommon. Here are some strategies. If you have a full scholarhip at one school and prefer the school where you have the half scholarship, you could go to the latter and say, "I'm wondering if you can help me with a dilemma. I really want to attend your school, but School #2 will cost me only $X (or in your case $0). Can you match the package that school 2 is offering?"
If you don't have a full scholarship offer (your scenario) or your first choice is still cheaper and you just want to see if you can get more, you can say that you really want to attend but you are worried about the finances. Can they increase the size of his fellowship? They may tell you to get a loan, but you can't lose by trying.
I don't think it hurts to try as long as you are polite and don't tick anyone off. You shouldn't be arrogant. high-handed, or pressing. Just one human being going to another and asking for assistance.
