why D is wrong ? i think same sub and have comma problem ....help

D is not correct as in this option, "Rate" is being compared with "Countries".


Read it like this:

Our rate of ... being exceeded only by ... (some) Countries

So you can see, the rate is being compared with countries.

If there was an option ' is among the highest in the industrialized world, exceeded only by' would that be correct ?
IMO that would be wrong because it would be comparing rate to country ? Am I right ?

the problem is "exceeded"........which noun does it modify ? only -ed modifier must modify preceding noun (i think)....it can modify the highest !?

Here is how i did it. Most often figuring out the intent of the author is a good start to ruling out many choices.


Rate is singular, hence C & E are out.

The intent of the author is to state that the rate is among the highest and that there are countries with higher rates.

A: Incorrectly compares the rate with Chile and other countries
B: Corrects the error above and uses “by that of” that implies “the rate of”
D: Incorrect as it says the rate exceeds Chile, this is the opposite of what the author is trying to convey.
