The band U2 WAS just one of many new groups on the rock music scene in the early 1980s, but less than ten years later, U2 HAD fully ECLIPSED its early rivals in the pantheon of popular music.

To my understanding, the sequence of the events is as follows: 1) The band U2 is one of the many new in 1980
2) Later in less than 10 years span of time, it surpassed the early rivals. so the second event happens post event1. Usage of Past perfect for the later is wrong.
