To my understanding, the sequence of the events is as follows: 1) The band U2 is one of the many new in 1980 2) Later in less than 10 years span of time, it surpassed the early rivals. so the second event happens post event1. Usage of Past perfect for the later is wrong.
Please let me know if something is still not clear.
