Work Experience 3.5 years as an exploration engineer (technical) in a major national oil company.
I want to switch from engineering to strategy or consulting.

Your Saudi background is probably a mild asset in terms of helping you stand our or add diversity to someone's class. Your academic and professiona background are also unusual relative to most applicants. Your 650 is not great but good enough to aim for some decent schools. The following schools admit a relatively high number of people from the Middle East, place a relatively high number of MBAs in consulting, and your GMAT makes them feasible for you:
-Carnegie Mellon
-Ohio State
-Notre Dame
Other consulting oriented B-schools where you would have a chance are Geo. Washington U., Georgetown U., Emory, possibly Duke.
If you are open to Canadian or European schools, both places seem to be more welcoming to applicants from the Middle East *and* generally place higher percentages of their classes in consulting. For example, W. Ontario.
