Official Explanation :

Because this composer has been hired to do a job in the present, the verb tense form should reflect that. Have been and had been are present perfect and past perfect, respectively, so eliminate (A) and (C).

Now compare the remaining answer choices. The only difference between (B) and (E) is have and do. Because the songs are engaging the audience right now, the present tense is preferred. Eliminate (B) but keep (E).

Choice (D) is impossible; if the songs are still being designed, then they cant have engaged the audience yet. Eliminate (D), the correct answer is (E).

In order to counter the tepid audience response, the producers have hired a composer known for his rousing musical numbers; his songs have been designed to engage the audience, and they are.

Meaning:
1. In order to counter the tepid audience response
2. the producers have hired a composer
3. this composer known for his rousing musical numbers
4. his songs have been designed to engage the audience, and they are


Errors:
Even if we have miscellaneous situations with verb tenses in the sentence we still can gasp intended meaning of the sentence. The author gives some informationi about some hired composer, and this inofrmation is as a general fact, so it is better to use simple present to desctibe this kind of situations.

'have been designed' - mean that the composer designed songs in the past, designs in the present, and might or might not design in the future we don't know, but this information is presented as a general fact, we don't need wheathe composer design songs or not. Hence present perfect is incorrect here.

'are' - there is no verb to refer back to 'are

Don't get confused with 'have hired' - present perfect in not underlined past.
The authot wants to presetn the result of produsers actioins. They have hired one composer some time in the past, we dont' nessessetaly need time of employment, we just need the current result we 'have composer now' So present perfect is correct here. But is doesn't mean that we need to have present perfect in the second IC also.

both 'his' - singular unambiguously refers to composer -singular

(E) are designed to engage the audience, and they do

(usually verb 'do' place role 'verb pronoun' and can replace other action verb in present simple)
