Hi Rohit, as KarishmaB and AndrewN have mentioned, the to do verbs can stand for the main verb in the sentence, as long as the main verb is an "action" verb.

The difference is pretty subtle if you have your head wrapped around the stimulus.
Here, the author wants to compare "family dwellings per capita". And he does the comparison by contrasting the "actual figures" for comparable entities. In, "The number of family dwellings per capita", "the number" depicts a single numeric figure, say 10,000 or 100,000. And this is a singular entity, thus to use plural, "The numbers of" to refer to a single numeric entity is WRONG.
