Hello JenniferMassey,

We hope this finds you well.

To answer your query, Option A incorrectly compares "Los Angeles has..." to "any large city"; by contrast, Option C correctly compares "Los Angeles has..." with "does any other large city" (this clause can also be written as "any other large city does"); remember, a comparison must always be made between similar things.
