Please refer back to the table.
We know that Lauren can buy 3  used books  within her $25budget but the table shows that she can also buy  paperback (new/used) books  within $25.

The only possible combo of 3 distinct paperbacks is: Saving fish from Drowning ($2.63), Fish ($9.98), Salmon ($9.98), the sum is <$25.
Hence, the answer is NO. I also got this question wrong due to part-1 and realised later.

Fair enough. Float Fishing has no copies in stock so only 3 of the 4 paperbacks are available for buying (added this in the post above). Though the answer stays the same since Lauren cannot purchase more "used" titles than "paperback" titles. Yes, this includes the $25 limit. Include the "used paperback" instead of "new paperback" for Saving Fish from Drowning in the "paperback" group. Total will be less than $25.

Why is the cost of 7.98 of the book Saving Fish from Drowning not being considered while calculating Q2.?

The $7.98 copy can be considered, but there is no need to check it separately. For Q2, we need to know whether any 4 distinct titles can cost less than $18, so we use the cheapest possible combination.

Using the $2.63 copy gives $19.58, already more than $18. If we use the $7.98 copy instead, the total becomes $24.93, which is even higher.

So the answer is still No.
