Admissions committees love military applicants so that's good news! Your friend is a bit on the older side & his GMAT is also a bit below average for these schools -- hitting a 720 minimum would be ideal. That said, assuming some strong essays & strong post-MBA goals, the adcom may be willing to overlook those factors, especially given his military background (and I'm assuming some strong leadership experience there).
It will be important to really refine his post-MBA goals. The adcom wants to see that applicants have done their homework there since your whole argument for why you need an MBA rests on your post-MBA goals. Depending on his career goals he needs to be ready to name 3-4 specific skill gaps that he needs to fill in b-school -- saying he wants to learn general management is too vague. And like I said, the skill gaps will depend on the specifics of the career goals.
When it comes to the career goals, he'll need to be ready to name the specific title he wants in the short term & long term, 2-3 target companies, and exactly what he hopes to accomplish in those goals. In other words, they're looking for applicants who don't just plan to get a "job" - they want applicants with a vision to change the business world & they want to SEE that vision through the application and interview.
Long story short, I think your friend definitely has the makings of a strong application & a shot at top 10 schools, but 1) a higher GMAT will make him more competitive 2) we need a strong, clear story about the unique impact he plans to make in the business world in the ST & LT.
In terms of other schools, it's a bit hard to say without knowing his goals since those are a big factor in school selection. If a school has unique electives, clubs, conferences, etc that relate to his goals that will help him make a stronger argument for why that school is the best fit for him.
