Business schools are going to like/love you, even with the slightly lower GMAT. I would encourage you to take it again, but I think that the uniqueness of your background will definitely help admissions committees get over the lower than average GMAT score. keep studying.
Your undergraduate experience at West Point is excellent. The school is tough as hell, and frankly, builds real leadership that goes beyond being a club president or a really cool study abroad. Your GPA is lower than average, but again when placed in the proper context (West Point), it makes sense -- the school is tough and the degree is tough. There is no concern with your GPA.
I like a hedging strategy that you are employing with your school selection. However I would encourage you to aim a little higher -- which is in no way a reference to the Air Force.

I would throw Harvard into the mix, as well as Chicago Booth. Harvard loves your type of leadership. They love of long histories of significant leadership. You have that. Also, they will take more risks with candidates who have slightly lower GMAT scores.. Basically, Harvard can do what they want, they know that and so they do what they want. In this way, I respect the school immensely -- then I am afraid to step up and do what they believe, when making admissions decisions. so why Chicago booth? Because Booth stresses the ability to take smart risks and deal with uncertainty in the real world by showing a resiliency of leadership. That is what leadership in a combat zone represents. Take that theme and run with it for Chicago -- as well as a number of other schools.
additionally, make sure to also throw UVA into the mix. They have a long history of looking favorably upon military candidates. Darden is very close to the HBS model and so once you get familiar with HBS, you will have no problem understanding the analytical rigor that UVA espouses. Chicago's cut from the same cloth as well.
the rest of your school choices are fine -- but I do think you will be competitive at them -- especially with a higher GMAT score. Keep this rule in mind -- if you are unable to raise your score and if given the option of applying to a school with a smaller vs. larger class, apply to the school with the larger class.

1) Brief description of your full-time work experience: Coming up on 5 years of service in the US Army with 2 deployments to Afghanistan and 1 to Iraq. Heading to Afghanistan again soon. Led a Special Operations team on two of those deployments and worked on a General's staff for the other.
2) Your GMAT: 650 (41Q, 38V) - Can't retake until this summer but I've come up 130 points since starting.
3) College info: West Point, International Relations and a minor in Systems Engineering, 3.1 GPA (Dean's list/above 3.5 last 2 years)
4) Significant college and post-college extra-curricular activities or community service, especially leadership experience: College: Cadet leadership positions, Member of several club sports, church activites, aid work in Honduras; Post College: United Way volunteer, Endurance Racing (ultramarathon, long distance cycling, triathlons)

5) Your target programs: Northwestern, Michigan, NYU, Texas, Penn (Possibly Duke)
