Thanks for sharing your profile. I think you have a strong background and should be in good shape at the schools listed. In fact you probably could explore a few additional higher ranked program if you deem them a fit for your career goals.
1 - I would focus on initially answering the questions posed, but def look to weave in the "why now" portion where applicable. But do not force it if there is not a clear opportunity. What may be more important is having clear career goals and and really positioning yourself as a mature candidate who is ready for b-school
2 - Yes, I would reference your love for Seattle and the opportunities this city offers from a personal and professional perspective
3 - It largely depends on if the same staff who reviews the MBA candidates reviews these candidates as well since it appears both programs are under the Marshall umbrella. As a younger candidate it may be clear to them why you are hedging but your rationale for pursuing both programs should make sense. So don't be lazy here and make sure to tailor both applications appropriately but be aware that there may be some staff overlap here
