Thank you for sharing your profile. Starting with the stats, your GMAT score seems low. You come from an underrepresented pool of applicants, and thus a competitive score is a must. However, as you said you have tried, you will need to work hard on your apps. You'll need to make your application stand out. On the work front, I'm not sure if it's 5 or 9 years. You didn't share much about your work experience here; I'd like to know details such as roles and responsibilities you've held, impact, innovation, leadership, and so on to identify your USPs!
Your social work appears to be good, and stories about it will undoubtedly help you add diversity to your apps. I'd like to learn more about it.
What are your post-mba goals? For Tech, you can apply to Foster, McCombs, Booth, Oxford, Anderson, ESADE, and IE. These are good for Tech. We recently converted a candidate in IE with a GMAT score of 640 and

For my work experience I have a 4 year experience before my graduation and 5 years post graduation.
In my post graduate experience I have a role of project manager although my post is titled civil engineering. It was a government job with no promotions or anything extraordinary as is the nature of the job. Promotions happen based on seniority and I was not eligible. It was a leadership job with me leading a large team for construction projects.
