This is actually a very big decision and should hinge mostly on your post MBA logistics. In general, it's best to go to school near where you plan to work. This does not always apply as a rule (example, some MBAs like HBS or Wharton have true international notoriety), but when considering where you want to go to school, its a good idea to think first about where you want to work afterwards. There is no way to appropriately value a solid network and reputation of your chosen school, so the only way I'd choose to do a second tier MBA in the US is if I planned to remain in and work in the US.
