i was thinking mostly US BUT i think being above the avg GMAT at target programs outside the US would certainly be a positive addition to your profile. Again think about it as a balancing act with your GPA, the higher your GMAT is the more comfortable AdComm will be in your ability to handle graduate level work. now it will not erase this performance but it will certainly help!
