Yes, even at those schools, that is a low score. It is by no means impossible, but I think you will have a hard time getting into those schools with a 49th percentile quant score on the GMAT.

I wish I had better news for you!

Applying and getting rejected does not significantly hurt your chances next year. However, if you apply again next year, you'll need something new to point to in your application.
