Should I retake GMAT (due to low Verbal score) or would a good TOEFL score help in reducing the impact of the low verbal score?

Not sure you need to retake the GMAT to get into Indiana or into most schools in the 20-40 ranking range. However, if retaking the GMAT would not require too much prep time and you have reason to believe your score will go up, then it wouldn't hurt. A higher score might make you more eligible for scholarships. Your leadership profile does not seem strong and you didn't mention community leadership, so these are areas you might want to address. Assuming you are about 24-25 or so, if you get dinged this year you will still be young enough to use the B-schools' feedback to make a new attempt.
