I definitely think you have a competitive profile for a top-ten MBA program. I like the sound of your volunteer work. Hopefully you can build on that with the time you have remaining.
Re: applying to a safety school, my answer is always, "Only apply to a school you really want to go to." Every year we speak with clients who say, "I applied to School X, Y, and Z, and only got into Z, but I don't want to go there." I always have to ask, "Then why did you apply to School Z??" If you think that you'd rather reapply next year than go to a top-15ish school, then don't bother applying to that school. If, however, the clock is ticking for you, or you're worried about your job, or you have some other reason for needing to go to business school this coming year, then the safety school makes more sense. But, you're young enough and seem to have the makings of a very strong profile, so I think the "Apply again next year if you have to" approach makes more sense for you.
