GPA- 3.4 from top 10 liberal arts college, political science. Academic awards.
GMAT- 710 (44Q (68%)) (42V (95%)) AWA 5.5
Age-27
Work experience- Land use consulting and commercial/residential real estate, green building. Currently director of project development at a startup renewable energy developer. Significant leadership role. have built project pipeline valued at $1 bn
Extracurriculars- LEED accredited (green building expert), member of trade orgs., no leadership, pen pal program with local magnet school in NYC (a few hours per month), soccer, student pilot's license.
I am concerned with my low quant score, coupled with a handful of quant classes in college with B+ average. I passed AP calc as a junior in high school and placed into advanced calc II in college. Took real estate finance at NYU after college and got A+. Want a top 10 program. Hit 80th percentile regularly on MGMAT and GMAT prep on quant. Should i retake GMAT? and if not, how do i demonstrate quantitative proficiency?

Since you have a lib arts background with limited quant coursework, the GMAT quant score will be a concern.
You should either re-take the GMAT, and/or take 1-2 courses (online extension classes or community college -- 100 level courses in calculus, stats, algebra, accounting, etc. is fine) to show that you can do math.
Beyond that, everything else in your profile seems solid for top schools.
