profle evaluation for friend : 3rd attempt at GMAT ?

Hi,
Paul - Thanks for your invaluable advice. More and more of my friends are asking me to check with you for advice on their profiles.
My friend is female , 28, Indian - has worked in IT as a consultant in fortune top 50 company in Singapore for 6 years. Steady career progression along the technical ladder - having worked on projects in the US for nearly a year before returning to Singapore. Has succesfully implemented many projects in a project leadership role.
She has a Masters from the National University of Singapore (part time) and graduated top of her class , selected valedectorian. She wrote the GMAT recently and in 2 attempts has scored 640 and 620 on the 2nd attempt..She got 700+ on all her practice tests.and is unsure about the reasons for failure in the big test.
She is targetting top schools with good technology prospects like MIT Sloan, Berkley Haas ,etc and wants to move to a more business oriented role in Technology.
How would a school view a good score on the 3rd Attempt ? Would the first 2 outweight the 3rd score anyways ?
What schools should she realistically be looking at with her profile ?
