I was thinking between B and C. In the end, I took B because it sounds a little better but what is the exact reason for not using the -ing form?

A quick vertical scan shows us the usage of whether/if in different options. On the GMAT, “if’ is used as a conditional. As the given sentence talks about a choice- whether to recognize the legitimacy or not, the use of “whether” is apt. Eliminate all options that use the conditional “if”- options A and D.

The plural pronoun “they” cannot refer to the singular noun “United Nations”. Eliminate A and E.

Between options B and C, option C changes the intended meaning of the sentence.

What assumed power through violence? Legitimacy or government? The latter. Hence the relative pronoun “that” must be placed after the government.
Also, the meaning that the sentence is trying to convey is that one of the functions of the UN is to decide whether it should recognize the legitimacy of the government that assumed power through violence and not whether it should recognize the government.
Hence B is correct.
