I am only targeting INSEAD (Singapore Campus), and am considering retaking the GMAT in order to improve my Quant scores. Ideally, I would prefer not to do the GMAT again, if I can be sure that the 70 / 70 rule is not barrier to my application.

To my knowledge the 70/70 rule is not a line in the sand never to be crossed. It is probably a comfort level, not to be ignored. So I am sure that Insead has admitted people with quant scores in the neighborhood of your score. Given your international experience, you will certainly be considered at Insead, but that quant score will not make it easy for them to accept you.
I can't say for sure that this GMAT will keep you out or that a higher GMAT will guarantee acceptance. I can only say that your chances will be better with a higher quant score.
