I agree with your reasoning about C option. But E also says the same. E is also talking about the 'users of marijuana' so may be in general marijuana users are less healthy due to other things and other addiction or other reasons and that's why due to them insurance cost is raising. It is not given that Marijuana leads to weak health and that leads to increased cost for Insurance.
If you are eliminating C on this reason that 'Marijuana users is not same as caused by marijuana' then E also fits on that ' Marijuana users' bad health is not due to marijuana. please clarify
