For a re-applicant, for a particular essay, say I had used a story to start the essay. Is it advisable to use it again? Or will that show lack of creativity?

I'm assuming you didn't get in, so I'd say not.
I mean, you can use the story again if you really want, but you probably missed the mark on convincing them you were the right fit the first time around, and you also probably don't know concretely what they liked and didn't like about your candidacy. Perhaps it was in the execution of telling the story or in the reflection about what made the story meaningful for you. I personally wouldn't reuse anything. Prove that you've grown AND that you care enough to do a whole new application.

Also, should the reapplication essay (what have you done to strengthen your application from last year) be in a story format like most essays are or in more of a list/bulleted format:
1. Low GPA - While I had a 1.0 in college, I now took Advanced Accounting and Finance and have a 4.0.
2. Low GMAT - I retook the GMAT and scored 300 points higher!
