Yes the recommender will get notified.

I took a guy off of my LOR list cause he kept blowing off me prep meetings, never responded to my emails, etc. I couldn't take that risk if he didn't turn it in by R1.
Would the adcom see your record of removing a recommender and therefore think it look bad on you? One of my recommenders just notified me he has some family emergencies and couldn't guarantee he can submit it on time. I just excluded him but now I regret it a bit.

Not at all. For all the AdCom knows, they may have politely declined they would not have time or did not feel they were in a position to support you. As long as you have the required number of recommendations for your application, the AdCom is not going to consider you better or worse as a candidate on the basis of whether a recommender was replaced. It's just not now these reviewers think about the process!

Sorry this person bailed last second but do not worry about this impacting your candidacy.
