Which one should I opt for preparing the scholarship documents?

The scholarship provider says it looks for "demonstrated leadership experience" and gives a merit to "contribution to the civil society".

From experience, I know that for MBA applications, a LOR from your direct supervisor and another who can give proper examples to your strengths would be the best.
And among the choices you have, 1 is better

In case if the B schools ask for 2 references, you can keep your option 1 as the second reference. Only, the reason being is a professor from your university should have seen you years and know you well in capability as a person. Since your interaction with NGO staff is for very less time period, it's good to keep your NGO reference as a second option.

Hi! In fact, these two are both candidates for my second reference letter. The first one is required to be from an employer and I already have that.

I'm actually scared that memories about my performance may not be quite fresh among my professors (I graduated 2 years ago and spent a year on mobility before) while I worked for the NGO quite recently.
