I’m not exactly clear what you mean by “top tier” – in terms of actual quality? High ranking? Other?
From the brief info provided, I would expect that you would be competitive at programs on the level of Ross, Duke, and Cornell –these programs would be in the range of
on-par to close reasonable reach. And that is IF you can make a strong case the the 2nd MBA.
Part of the consideration of your competitiveness is your work track record – compared to your accomplished peers, is it high impact, high leadership etc.? Have you been given the high profile projects; would your career be considered fast-track at Deloitte? If so, you might be competitive also at programs such as Tuck and NYU -- again, given a convincing case for 2nd MBA.
I think R3 will be difficult because of your
over-represented demographic and industry groups. If you believe that between now and next summer you can further enhance your professional profile and also, possibly raise your GMAT (your score is okay but not standout for your group), I think it would be better to wait to R1 next cycle.
