Hi
I have moved from the Middle East to North America quite recently and because of this and new job-related pressure, I was not able to apply for R2.
I am considering applying for R3 this year instead of waiting out another year and applying in R1.
Do the schools consider the international applicant's R3 applications?
Any suggestions for specific schools that I should potentially shortlist?

well you have not specified which schools are you targeting for R3 , European ,N America ?
yes schools do accept intake of international students in R3 and info is given on school website
I would advise you to contact adcom of the school you want to apply.

Round 1 is the best but round 3 has a couple of benefits too - especially this year!
Schools might have spaces (due to covid or other reasons). Several top programs will still be looking for top candidates, especially if many r1 or r2 candidates rejected or deferred their acceptance offers. So, the chances of getting into a school in Round 3 this year will be higher than any other year.
Even if your r3 application isn’t perfect, it can get you ready to apply next year. The work you do this season will actually help you develop stronger applications next season if reapplication is necessary.
