Even I chose A because the tense in the dependent clause is independent of the tense in the main clause.
I think that simple past is sufficient .

"had been" is used means the act of manufacturing was in process, you can get this clue from "80% of laptops" its not all the laptops...it means that china was in process of manufacturing that started before selling the laptops but was still in process and 80% were sold out of 100%.
i hope you all get my point

Past perfect tense shows the "sequence of events " that occurred in the past , stating -among the various actions in the past which of them occurred first and which action follows next. So, as we know first things are manufactured and then it is sold so, b is perfect answer.

80% of laptops that were sold in European Union last year were manufactured in China, here that is a relative clause modifying laptops followed by a verb [sold] (an action of past) end of this clause follows another verb [were manufactured] (an action that also occurred in the past), so as the actions are related we need to emphasize the sequence.

Hi, what is the issue with option 'E'? what is the difference between option 'B' and 'E'.

80% of laptops that were sold in European Union last year were manufactured in China, a country that has the largest population in the world.

A. 80% of laptops that were sold in European Union last year were

B. 80% of laptops that were sold in European Union last year had been

C. 80% of laptops that were sold in European Union last year have been

D. Last year 80% of laptops were sold in European Union that have been

E. Last year 80% of laptops that were sold in European Union had been

Answer is B

-----------------------------------------------
manufactured in China sold in Europe

So earlier of the action requires had verb form
and latter one requires past tense to denote sequencing of events

only B is able to do it with clear meaning

Why E is wrong? Is that because last year implies that the manufacturing year is alos last year or is there any other reason??

Yes. your understanding is correct. The intended meaning is that the sale was in last year, whereas option E indicates that the manufacturing was in last year.

80% of laptops that were sold in European Union last year were manufactured in China, a country that has the largest population in the world.

A. 80% of laptops that were sold in European Union last year were : manufacturing and selling is not a simultaneous action. one has to manufacture something than only he can sell it, so its a sequential order.

B. 80% of laptops that were sold in European Union last year had been : correct sequence

C. 80% of laptops that were sold in European Union last year have been : not a continuous activity

D. Last year 80% of laptops were sold in European Union that have been : meaning changed (last year manufactured)

E. Last year 80% of laptops that were sold in European Union had been[/quote] : same as option C

All the very best.

a common question in gmat, "had been manufatured"
laptop, not 80%, is the main subject.
"last year" agrees with "were sold" -> E is wrong.

Hi. IMO it is hard to derive from (E) that manufacturing was in the last year. ' Last year' seems to be modifying 'were sold' and the placement of a verb modifier shouldn't be too much of an issue within the same clause

B. 80% of laptops that were sold in European Union last year had been

E. Last year 80% of laptops that were sold in European Union had been

I don't find any difference between B & E in terms of meaning. It will be great to take this discussion forward.

Didn't understand why A is incorrect. Why do we require past perfect tense here? We don't require to show that manufacturing took place before sale.

Before a laptop can sell, it has to be manufactured first. Option A is implying that laptops were sold before they were manufactured. We need to use past perfect "had been" to show that this event came first and then the act of selling afterwards. Hence, option B

Hey prateek176 ,

Option A has used the same tenses for manufacturing and selling. As per A, it seems both the activities are happening at the same time. This is wrong.

My friend, we need to show that the manufacturing took place before sale.

Does that make sense? :)

A. 80% of laptops that were sold in European Union last year were
Two verbs here but we don't know the sequence between them. INCORRECT

B. 80% of laptops that were sold in European Union last year had been
Laptops were manufactured before they were sold. The verbs "had been" and "were" are correctly placed. CORRECT

C. 80% of laptops that were sold in European Union last year have been
This sentence means the manufacturing is still going on today and 80% of the laptops were sold last year? How is that possible. INCORRECT

D. Last year 80% of laptops were sold in European Union that have been
Same error as C. Also, "last year" is not placed near what it should modify i.e "European union". INCORRECT

E. Last year 80% of laptops that were sold in European Union had been
A good contender because the verb tenses are correct as explained for Option B. But "last year" is not placed near what it should modify i.e "European union". Option B is clear and concise. Hence INCORRECT
